The letters "CPO" stand for Central Purchasing Office. The mark indicates the vase was sold at a U.S. military base in Occupied Japan shortly after World War II ended. Immediately after the war, supplies of metal and other raw materials were limited. Manufacturers applied to the CPO to get the materials they needed to make goods that were either sold at the base or exported. The mark on your vase was used from about 1946 until 1948. The vase has Chinese characters so undoubtedly it was made in China and brought to Japan during the war.
